How do you open the CBEST practice test Jar file in Windows Vista...or any platform?

I have gone through every possible instruction I could find on Java and although I am very computer literate this one is way over my head and very frustrating. I downloaded the software that is supposed to allow me to just click on the executable jar file and it is supposed to open but it doesn't. Please help!
